Although great uncertainty remains regarding the threat of global climate change and the potential impact ofincreasing atmospheric concentrations of greenhouse gases, discussions continue at the national and international level which have the potential to intensify pressure to reduce emissions of greenhouse gases. The forest products industry, represented by the American Forest & Paper Association, is participating in the public policy discussions taking place on this issue and is attempting to better understand the potential implications of policies that might be pursued to accomplish reductions in greenhouse gas emissions. As part of this effort, NCASI has been asked to examine the options available to reduce manufacturing-related emissions of greenhouse gases and the costs for achieving various emission reduction goals. In addition, NCASI has examined the impacts of current and expected environmental regulations on the industry’s emissions of greenhouse gases. This paper provides an overview of the background and methodology for the study. The findings will be presented at the conference.
