Regulatory Update, 1991 Polymers, Laminations & Coatings Conference Proceedings
This paper will review the pertinent regulations governing the emission of Volatile Organic Compounds (VOC) as they affect converters. Since the birth of The Clean Air Act the EPA has been mandated by law to monitor such emissions. The primary enforcement authority has been granted to state and local environmental agencies, such as Southern California Air Quality Management District (SCAQMD). This paper will focus on regulations written by the SCAQMD which affect VOC regulations in the LA Basin area. Other highlights of the paper will include discussion on the State Implementation Plan (SIP) requiring converters to reduce emissions from existing sources through the use of Reasonable Available Control Technology (RACT).
